Download and install the CyberDuck SFTP client on your PC.

On your iOS device, go to Settings> Wi-Fi, select the i next to your connection and make a note of your IP address.

Open CyberDuck and click on Open Connection.

Select the SFTP protocol in the drop-down list, enter your IP address previously noted by the iOS device in the Server, in the Username write root while in the Password write alpine.

Download the Cydia files to your PC by clicking HERE and drag the two files into CyberDuck to transfer them to the iOS device.

Leaving CyberDuck open, press Ctrl + T on your Windows computer.

Paste this command dpkg install cydia-lproj_1.1.12_iphoneos-arm.deb cydia_1.1.13_iphoneos-arm.deb without the quotes and click on Send.

Press Ctrl + T again and send a new command by simply writing reboot to restart your iOS device.
