In order to listen to FM radio on a smartphone, a chip capable of reading these frequencies and converting them into an audio signal for the earphones is required: without FM chip it is not possible to have FM radio on smartphones.Before buying a new smartphone then make sure that the FM chip is available in the product specifications, so that you can listen to the FM radio for free without the Internet.
Making an exhaustive list of compatible devices is not possible, but from my experience I can tell you that Chinese smartphones have practically all the FM chipgiven the widespread diffusion of the FM radio signal in China, as well as smartphones of Japanese origin. Korean smartphones (Samsung) or American smartphones may have the radio as they may not have it, due to the precise choice of the manufacturer (as you can see in the following paragraph).

Compatible smartphone but FM radio off: why?
Many smartphones have the chip for FM radio but the radio is not available in any way, missing the official app to manage it. Why?
Some manufacturers have preferred to disable the FM chip because it is little used by their users, who prefer (according to them) to use the apps for streaming music instead of listening to classic radio.
This raises a problem for all users who want to listen to FM radio: their compatible smartphone, but the chip disabled at firmware level therefore unusable.
In these cases you can regain control of the FM chip (if any) using one ROM not original as for example Lineage OS, which using Android AOSP as a base allows you to unlock (in most cases) the use of FM radio, otherwise not available with the official ROM. How to get FM radio for free without Internet
If your smartphone has FM radio available and activated, all you have to do is connect the earphones (essential in some cases to hear the radio, because they act as receiving antenna for the FM signal) and open the app provided by the manufacturer.
On Xiaomi for example the app looks like the image below.

Baster select the desired frequency and start listening to FM radio without Internet on the device.
If, on the other hand, you have a smartphone with an FM chip present but deactivated by the manufacturer, you can listen to the FM radio once your smartphone is "unlocked"! Once you have done everything you need, you just need to find an app that can manage the FM chip (assume that the ROM used does not already have an app to listen to the FM radio).
